The House took its first step toward banning lawmakers from trading stocks while in office, the latest effort by Congress to crack down on insider trading inside the political realm. <\/p>\n

Lawmakers voted 232-198 mostly along party linesto approve the Stop Insider Trading Act, which seeks to prohibit members of Congress and their family members from purchasing publicly traded stocks. The legislation comes amid growing concerns that politically connected individuals are using nonpublic information to benefit financially on prediction markets.<\/p>\n

Only 13 Democrats joined Republicans to approve the measure. All four members of Utah\u2019s delegation voted in favor.<\/p>\n

The proposal seeks to ban lawmakers, their spouses and any dependents from purchasing publicly traded stocks, and it would require lawmakers to file a public notice at least seven days in advance if they plan to sell them. That notice would need to be made with the Clerk of the House of Representatives. <\/p>\n

Lawmakers in both parties have been pushing for years to implement restrictions on lawmakers and their family members engaging in stock trading. Federal law already bans lawmakers to trade based on insider information, but enforcement of those laws are rarely enforced.<\/p>\n

A majority of Democrats voted against the proposal on Wednesday, with many arguing it doesn\u2019t go far enough. Although the bill would limit lawmakers from buying and selling stocks, it would allow members to keep the stocks they\u2019ve previously purchased. <\/p>\n

Instead, a bipartisan group of lawmakers is pushing for the Restore Trust in Congress Act that has been under negotiation for years. That bill would similarly ban lawmakers and their families from buying and selling stocks, but it would also require members to divest their stocks within 180 days of enactment. <\/p>\n

\u201cThere\u2019s a clear way to go about banning members of Congress from trading stocks, and that\u2019s by passing a bill that bans a member of Congress from trading stocks,\u201d said Colorado Democratic Rep. Joe Neguse. <\/p>\n

Republicans attach voter ID provisions, eroding Democratic support<\/h3>\n

Democrats also largely opposed the stock trading ban legislation after Republican leaders tucked language in that would establish voter ID requirements for elections \u2014 a gambit that Democrats argued amounted to voter suppression. <\/p>\n

\u201cRepublicans are trying to pull a trick this week. They say we are voting on an \u2018insider trading\u2019 bill, but have snuck in massive SAVE Act-style voter suppression measures to it,\u201d Rep. Alexandria Ocasio-Cortez, D-N.Y., said in a post on social media. \u201cThis is a GOP effort to sabotage national mail-in voting, disguised as a trading ban.\u201d<\/p>\n

The unrelated provision comes as Republicans try to push the SAVE America Act, a proof-of-citizenship and voter ID bill, through Congress. Although the election bill has passed the House three times, it has since stalled in the Senate due to a lack of Democratic support, which is necessary to overcome the 60-vote filibuster. <\/p>\n

Republican leaders in the House have been attaching the SAVE America Act to nearly every bill it sends to the Senate as part of a pressure campaign for the upper chamber to approve the legislation. That effort has so far been unsuccessful. <\/p>\n

The strategy is not sitting well with all Republicans. Rep Thomas Massie, R-Ky., criticized the effort, calling it evidence of an unserious push by GOP leaders to ban insider trading. <\/p>\n

\u201cWe are voting on a stock trading ban for members of Congress \u2026 BUT Republicans added voter-ID in the legislation. Not to get Dems to vote for voter-ID, but to get them to vote against the stock trading ban, so they can use it in the Nov. election,\u201d he said in a social media post. \u201cIf we really wanted to ban stock trading for members of Congress, we would offer standalone legislation and could get a large bipartisan majority, and the bill would have a chance of passing the Senate.\u201d<\/p>\n

It\u2019s not yet clear if the Senate will consider the Stop Insider Trading Act as similar legislation has not gotten much movement in the upper chamber.<\/p>\n
